How these numbers are built

Per-sample services scale with sample count, with a volume discount from eight samples. Project-level services do not scale. Modules are project-level. Raw FASTQ adds processing; priority turnaround adds a premium because it displaces other work. Ranges are indicative — a written fixed price comes after we see the data, and it does not move afterwards.
